The Riddler was used as an alias in viral marketing for the first Batman, Gary Oldman alluded to the fact that the Riddler might be in the third, this guy wants to play him...
Dr Who
If The Riddler is to be in the next one Jim Carrey should play it. Man has serious acting chops, and could pull off a serious, yet menacing Riddler.

BTW Michael Jackson originally wanted to play The Riddler in the old Batman series, but thankfully was rejected.

It's not that I don't think he could do it...it's that it seems like they are trying SO hard to not go back to the last series that it would be counter productive to go back and reuse an actor who actually played the role before. Plus it seems like they're going younger...
Could anyone see him in a new version and NOT see this atrocity?

Not anymore. He's getting older, he's already done it once, and I don't know if he would fit into Nolan's Gotham. He fit very well into Schumacher's creation (Forever wasn't all bad), I just don't see how he'll work here. The Joker is flamboyant, not the Riddler. I would see a quieter, confident and more subdued Riddler. Not crazy, in the comic books he's not always a kook.
Paul Giamatti as the Ventriloquist, I know he's a hokey villain, but I know Nolan could make it work.
The only problem with Bane is you need someone with the acting chops to handle Nolan's cast, but he also must be a big person.

The Riddler
Next question: Who would play him?

If you want to get interesting:
Don Cheadle
And I'm serious.
He's sure got the talent, the attitude, the clear, intelligent voice. Much like Ledger was sort of off the wall, I think Cheadle could be a good balance to Two-Face (assuming he's the major villain for the third)

Daniel Day Lewis?
Interesting choice, and in his younger years maybe, but I think age works against him here.
There are other villains he COULD play, various mob bosses.

agreed, but who would have thought Heath Ledger, after brokeback, could play the joker and become such a bad arse villain. so maybe with the right make up and what not still i could still see him there

I'm trying to imagine what Nolan's Riddler might look like. I'm thinking almost along the lines of Jeremy Davies (who can pull off obsessive-compulsive and quirky), but with a more distinguished sounding voice. I considered Ed Norton, but he wouldn't be quite right either.
For some reason I'm drawing a blank.

I could see him as a version of the Riddler, yes.

Plus, Carey's Riddler was actually very very good.
Carey's Riddler was good, but it was a variation of the original from the TV series.
A Dark Knight riddler doesn't have to follow this model, nor does a Penguin.
I vote Riddler, but I am not one that is steeped in how the Dark Knight series was written.

Cage is specifically a blacksploitation character, so no. The others, I don't think it'd be a really big deal honestly, except for maybe Steel because of his story (his name is John Henry, so it's built off of a pre-existing mythology).
If its a race thing, I think certain characters are race exclusive. No white dudes playing The Black Panther, no black dudes playing The Iron Fist or Sunfire, no chinese guy playing Nightcrawler. No mexican playing Captain America or Superman. For this to be the case either the character has to be iconic (shortlist: Wolverine, Superman, Batman, Spiderman, Captain America, etc.) or their race/ethnicity has to be a part of their character, The Black Panther, The Iron Fist, Storm, Gambit.
On the other hand, some characters can be switched, and I don't think the Riddler's race has anything to do with him as a character.

Michael C. Hall is actually a really good choice.
But I wonder about Anthony Michael Hall and what Nolan is thinking.
