DC can't even get an honorable mention. Geez, they only invented three subgenres (hardcore, emo, and go go). You may recognize go go by the way its been repurposed in New Orleans as bounce.
DC might not crack the top 10, but it should at least get an honorable mention. and its ahead of Boulder, for godsakes.
And if we include non-pop music, DC slaughters. I mean, opera and orchestra. There's this guy named Sousa who worked out of DC who was kind've famous for a few marches. And outside of Kansas City, DC was one of the leaders of the jazz scene. Duke Ellington and Eva Cassidy were both Washingtonians.

Cleveland is not the birthplace of rock n roll. A deejay from there coined the term, but the music was primarily coming from the American south, primarily Memphis (Sun Records) and Texas (Buddy f'n Holly).
