Really other than Rod Stewart, Gregg Allman, Freddie Mercury, Paul Rodgers, Van Morrison, Roger Daltry and anyone who sang in The Band or the Beach Boys there aren't a whole lot of great "singers" in rock and roll

Then you don't disagree with me. He's one of the ones I listed as a great singer. Great singers are always great vocalists. Great vocalists aren't always great singers.
If you would go to one of their concerts but wouldn't want them singing at your wedding they are a great vocalist. If you would go to one of their concerts and want them to sing at your wedding they are great singers. I would be geeked to have Paul Rodgers sing at my wedding, David Lee Roth not so much and I consider Roth to be the greatest "vocalist"/frontman in the history of rock and roll.

Dave Mustaine's always been an especially terrible singer. He had to front Megadeth because the band is basically a big "Frick you" to Metallica for booting him, but still, he sounds wretched.
Tom Waits and Leonard Cohen are both terrible, however.

I heard the isolated vocals from Have a Cigar once and Roy Harper sounded pretty bad. May have been the making of the album documentary.

I'm not sure if he'd be considered "popular" but Patterson Hood has one of the worst voices I've ever heard. And I still willingly listen to DBT and his solo stuff

Ian Anderson (Jethro Tull). He lost his singing voice years ago..
We saw them perform TAAB around 2010 and he had a stand-in singer for much of the concert.
