It's a team sport. Drew is not the same QB he was 10 years ago but he's still in the upper tier of NFL QB's.
To answer your question, Yes he does, but his window is closing.

Who here thinks he still has what it takes to win a SB?
He did last year until the injury on Thanksgiving. No one was stopping that team.

We know now that of all the playoff teams’ quarterbacks last season, Drew Brees had the least amount of pocket protection time (per PFF): Unger could barely bend down to snap the ball, Ramczyk had his arm in a sling after the previous game, Peat had a broken hand, Armstead was playing with one arm, and Warford was battling back and knee injuries. Still, it took a clueless official to prevent a certain Super Bowl appearance. Brees completed 74.4 percent of his passes, and he really only had one viable wide receiver for much of the season and no threat at tight end. Drew Brees never had a rocket arm and he’s not as mobile as he once was, but he can still carve a defense into bits, especially with the game on the line.

Why do people keep making up rumors about him getting hurt on Thanksgiving? Someone give me a legit link and not some obscure tweet by some baw from Slidell

Just because Brees isn't what he was 10 years ago, it doesn't mean he can't get us to the Super Bowl. But he needs a consistent running game and a good defense. He can't throw the ball 40 yards down field over and over again.
