Tolzien was up for OC and Haslett was up for TE/passing game coordinator

They couldn’t block those promotions

They actually could on Haslett and Evans. The only moves you can't block are offensive/defensive coordinator (you can block co-coordinator if a team tries to get cute) and head coach (unless it's lateral coordinator to coordinator or head coach to head coach).

We have, in the past, both allowed some guys to interview for these types of jobs and also blocked some guys (especially under Payton we blocked a bunch).
