I would hope that they wouldn't completely eliminate the kickoff . I have also heard talk of eliminating above the waist tackling in youth football leagues. i.e. Rugby.

Why not just move the kick off to the 50 but the ball when kicked has to hit the ground within the first 10 yards much like an on sides kick...
