That requires an assumption the author meant something other than what he wrote. What is written is absolutely no different than 3/1/3 or 3÷1÷3, no matter what LNCHBOX tries to tell you.
There are limitations in the syntax of rewriting this problem in line with a keyboard. To accurately rewrite the problem LNCHBOX posted, you would put 9 - 3 ÷ (1/3) + 1. That will get the desired result of 1 and is the same problem as the picture.
Writing 9 - 3 ÷ 1/3 + 1 is a different problem altogether.

I'm somewhat of a math Savant, and I can tell you that you are correct; those are not the same, one has parentheses.

ETA: Yeah, it's a bullshite question - if you mix/match symbols for the same thing, then you either don't know what you're doing or you're actively attempting to frick people up.
I know, shouldn't matter, but "/" is not a traditional operator - it's a numerator/denominator line - subtle difference, but an important one IMHO.
9 - 3 ÷ 1/3 + 1 should read the same as 9 - 3 ÷ 0.3333 + 1, but they want ÷ and / to mean the same thing to trick you, and if they mean the same thing, then you have to do them in order.
But, since ÷ isn't even on standard keyboards, it is an interesting mental exercise - doesn't really test the person's math skills, because it's too clever by half.
