There is an interview he did back in 1968 with William F. Buckley Jr. that is quite eye-opening.

How did such a small town politician gain such a large national presence? Couldn’t imagine today any leader from Chalmette holding such sway.

Part of that interview with Buckley is in the film I recommended.
The parish and school board owned a lot of land (ever hear of sixteenth section lands? That's one-sixteenth of all property), and in Plaquemines much of it marsh land not useful for much. Except drilling for oil. Perez had control of those properties assigned to Delta Development Company as agent for the public entities. It was when his son got divorced that documents filed by the wife revealed that Delta was a shell company for Perez to siphon off about 100 million dollars in public funds. The parish filed suit but most of the funds of course could not be found.
The school system did not own the athletic fields nor gymnasiums, nor even the school buses. The parish did, so he could exercise control over the use.
It was when suggested that civil rights demonstrators might go to the parish that he declared that he would have them all arrested for disturbing the peace and incarcerated in Fort St. Phillip, located in a swamp across the river from the single road on the other side.
