I'm kind of surprised they haven't stuck a cop out there to direct people to keep moving. Guess the cops even realize it's a lost cause.

The easiest way to fix the problem would be to let each side have their turn with the green light. Light cycle would be longer but there would be fewer wrecks.
What I am talking about or some variation of the left turns:
1. West side of E. Boyd can turn right left or go straight while the rest of the intersection has a red light.
2. Then East side of E. Boyd can turn right left or go straight while the rest of the intersection has a red light.
3. Then southbound Burbank can go right left or straight while others have red.
4. Then northbound Burbank can go right left or straight.
5. Repeat
What I am talking about or some variation of the left turns:

Just caught up in the thread. A few thoughts.
1) Saw the video. Those drivers are fricking idiots stopping at yellow flashing lights. I'm surprised there weren't more wrecks after seeing that 2 minute sample. I would bet money the two wrecks were due to driver ineptitude as opposed to the new traffic configuration.
2) For the people saying they should have just put in turn lanes on Boyd: there is clearly no room to do this. And right of way acquisition would probably cost a fortune.
3) Rome, I hate to pick on you. But it is painfully obvious you don't know anything about traffic engineering. Are you familiar with conflict points?
Changing Boyd to right turn only substantially decreases the amount of conflict points at that intersection. This means fewer accidents (unless you have idiot drivers). The idiot drivers weren't ready for the change, but they will adapt. Complaining about it not working the first day it changes is ridiculous. Also, looking at your map earlier, to get to the CEBA lot I would take that gold route. It is not "ridiculously longer" but probably just as fast or faster than your preferred route.
4) I honestly think once people learn how to drive, this will be an improvement in efficiency and safety. Jennifer Jean north of Burbank has what? 10-15 houses? There's hardly anyone ever at that intersection. This means Jennifer Jean is much more equipped to handle left turns onto Burbank than Boyd. Traffic will not back up on Jennifer Jean like it does Boyd (even after the increase of vehicles).
5) You want to get to Nicholson from Highland? Get used it taking West Parker (then left on Burbank and right on Boyd) and Nicholson extension. It was impossible during peak traffic hours trying to use Boyd anyway.
Full disclosure: I have no insight on this project at all. But I do work closely with traffic engineers and as an engineer myself, I can say we certainly don't just spin a roulette wheel to figure out solutions. I can see the logic behind this project.

What would the cons have been to making left hand turns illegal? That was, and still is, the cheapest solution. Keep the light.

There's a problem for people who live south of but close to E. Boyd and that's how the hell to get home if coming from I-10 area. There are 4 complexes on Burbank near Boyd. Courtney Place, Burbank Estates and whatever the 2 are directly across from there.
College (past WalMart) to Lee (single lane) is a clusterfrick. Lee to Burbank is another clusterfrick.
Going past Boyd to Parker during rush hour, football games, baseball games, etc. is going to be a clusterfrick.
They should have done something with the traffic light pattern like I suggested in a post above.
And, if it's a 4 way stop, let people go straight, turn left or whatever. Use of turning signals would get the point across.

After watching that video it proves that majority of Louisiana drivers should have their drivers license revoked. You have a sign that clearly says right turn only but the selfish idiots don't want to follow the posted traffic control.
The concept makes perfect sense but Louisiana is cheap and instead of modifying the intersections to channelize the traffic you get the free for all because people in this state ignore posted signs because they feel it doesn't pertain to them.

You should have posted a reply to Rome as I did not post the video.
I lay on the horn every time someone tries to turn left from Boyd to Highland. It's like they forget they are not supposed to turn left there.
As a taxpaying citizen of BR, I should be able to get home from anywhere without having to drive miles out of my way. BR traffic sucks.

I said it once, I'll say it again.
That the new light at W. Parker and Burbank would eliminate the ned for a light at E. Boyd and Burbank.
Realistically, 3 signals in as many blocks is a little overkill.
Would've made more sense to eliminate the light at Jennifer Jean and Burbank though.
