Mayor Broome,
This letter is an official complaint and request for an investigation in BRPD Chief Murphy Paul’s actions on July 16, 2019, at the candlelight vigil held for Ms. Sadie Roberts-Joseph.
Before the service began, Chief Paul initiated a heated exchange with Councilman Matt Watson, after he first refused to greet Mr. Watson and shake his hand when Mr. Watson offered his, because the Chief was angry about public criticism Mr. Watson had recently lodged against him. Though Mr. Watson withdrew, Chief Paul continued to pursue and aggressively re-engage Mr. Watson a number of times. This caused a huge spectacle for those who gathered to honor Ms. Said, as well as BRPD Officers who were present (witnesses who can be interviewed), some of whom had to separate Chief Paul from Mr. Watson, because the Chief was physically and aggressively using his chest to push against Mr. Watson. Chief Paul raised his voice loudly and used profanity a number of times. Chief Paul even bragged about the encounter to Officers at a community event a few days later.
Chief Paul is governed by the policies and procedures of the Baton Rouge Police Department while Mr. Watson is not. Before any attempt is made to compare the actions of Chief Paul to Mr. Watson on July 16, remember that Chief Paul has routinely stated that Officers in his department are held to a higher standard than those who are not governed by his policies, and he expects “more” of them.
In fact, Chief Paul has disciplined Officers, up to and including termination, citing the use of profanity and inappropriate conduct by those Officers. Chief Paul has repeatedly stated, “…this type of behavior is unacceptable” and that he will not tolerate it. Chief Paul has clearly chosen not to lead by example.
In his press conference on April 1, 2019, Chief Paul made statements that are relevant to this complaint.
1. ?“We discipline our Officers to change their behavior.”
2. ?“We have rules and regulations in place. We have documented incidents where we as a department have held Police Officers accountable…but those policies were enforced on others but for some reason they didn’t apply to Blaine Salamoni.”
After that press conference you subsequently issued a public statement. Parts of that statement read:
1. ?“Public servants are, and should be, held to a higher standard. No one is exempt.”
2. ?“…our department no longer has room for individuals who can’t live up to the high standards or have shown a pattern of unprofessional behavior.”
There is no question that Chief Paul’s behavior should be changed, that he should be held accountable and that he should not be exempt from the “higher standard” that you say you demand. Chief Paul has surely insisted upon, and harshly disciplined some of those under his command, for far less than his own actions on July 16.
While this complain is anonymous, please be aware that your website states that an anonymous complaint such as this is an acceptable method of reporting wrongdoing.
The vast majority of BRPD Officers are aware of Chief Paul’s actions on July 16. Now, they stand and wonder if it is true that (1), “no one is exempt” from the “higher standard” of behavior which Chief Paul clearly deviated from on July 16 and (2), if you truly believe that “…our department no longer has room for individuals who can’t live up to the high standards or have shown a pattern of unprofessional behavior.”
If Chief Paul’s behavior conforms to the “higher standard” and is not an example of “unprofessional behavior”, then the men and women of the Baton Rouge Police Department, and the voters of East Baton Rouge Parish, await an explanation of why. We deserve more than Chief Paul has given us in this case, Madame Mayor, and you were elected to ensure that we get it. The opportunity to ensure accountability, and the transparency of the process, is upon you.

During a council meeting the chief of police referred to a council member by last name only.
If that isn’t bad enough he let loose with this - n word, “don’t play”, “white folks”
It’s like reading blacks complain about racism while being racist on social media.
