Yes. Government at every level steals land all the time from owners offering bullshite prices. Courts back them up all of the time. Had a family incident with this happening and even though the Parish violated the intent of the law, they were still able to steal the land.

I would guess in this case - border wall ground- it would be an easement. So, yea, they could and for cheap. Why are you even asking this question? You are an honest to god idiot.
