LOL, basically every state that has emissions tests will have visual inspection of emissions control devices to ensure they are in place and not tampered with as part of the routine procedure. On a gasoline engine, that is usually the PCV, EGR, and cat(s). EGR valves, especially on transverse mounted engines, are often in hard to see and it is possible a hard arse might poke around to see if it is a functional valve. In doing so, you might cause a leak or knock it out of either the intake or exhaust manifold. If that happens, the car will run like shite, as I said, it feels and sounds very much like having a cylinder (or two) misfiring.
One example of why visual inspection is important is the common way to spoof a good signal from a bad cat is with a O2 sensor spacer which a visual inspection should catch. Harder to catch is an electronic simulator which sends "correct" signals to the ECU cutting the O2 sensor out of the electrical loop.
All of the possibilities are pretty uncommon in this scenario, but the temporal correlation is hard to ignore.

No, that would cause a check engine light. Would cause a lean or rich situation also

They forgot to top off your blinker fluid. That's notorious for creating the issue you're talking about.
