This reminds me of a story my dad told me about some old baw he worked with trying to weld up a fish cooker.
The guy put it together and decided to do a test run with water. Couldn't get the temp above ~212 to save his life.
This was over a weekend and he brought his findings to the monday morning coffee hour with a bunch of linemen. "How the hell am I supposed to fry fish in this thing?" He caught a lot of shite that day.

Most plants probably use Flir now but we didn’t have them in the 90’s, they may have been available but we didn’t have one.
Steam leaks were loud enough to make you deaf so you knew the general area but operators used brooms, rags on conduit or something similar to locate the exact location.

Try contacting the brooms rags etc with the high pressure steam pipe in a place there is no leak. It should catch fire there also.
Trivia note.. Galvanized bolting should not be used on 300# steam operating pressure and above flanges. At that temperature the zinc will migrate into the bolt metallurgy and substantially weaken, leading to joint failure.
