I am not psychic so I have no way of knowing what her intent is. I did see the video what her actions were. She struck a LEO with her vehicle, while fleeing to elude.
Some dinglebear will be here shortly to say he saw the video and "KNOWS she was just going to get ice cream".

All relevant decisions were recognized, and executed in less than 1/4 second.
This was not a time for reasoned reflection on all related info and weighing pluses and minuses of several options.
