...and before that, there were no ACT standards for admission.
That was a long time ago.

Think about the type of people that are enthusiastically sending their children to what is now know as Higher Education Liberal Indoctrination Camps.
Then think of the astronomical cost of college.
Then think of the admissions priorities in academia.
Not surprised by the vibe shift or your observations.

The reality is that your graph shows a racial change in the makeup of a growing student body.
A change? Sure. A paradigm shifting change? No.

But schools should be about academics and not demographics …. So any standardized testing data over this same period?
Very slight increase in scores across the board, from the lowest accepted quartile to the highest:

The entire administration should have been fired for this immediately.

LSU’s tour and scholarship offering was disappointing for us. My oldest son was national merit finalist and 36 ACT score. LSU offered nothing to attract him there. He is at another SEC school and is happy with his decision. My second son didn’t even want to consider LSU. He made a 34 and plans to go to LA tech. My husband and I are both LSU alumni, and LSU lost its opportunity to attract 2 great in-state students.

Irrelevant.
It's about the institution's incentives.
If there is no incentive to keep a student, they are more likely to be failed out. If the institution is incentivized to keep a student, to keep graduation rates high for example, or to maintain the revenue from tuition, they will pass that student.
Today's universities' reputations are built on exclusive admissions with high graduation rates. IMO, that leads to grade inflation. When LSU was funded primarily through the state general fund, and had open admissions, anybody could get in, but only those who could cut it, graduated. Getting in wasn't the challenge, staying in was. And the university had a better academic reputation.
