It’s easy to determine someone is likely mentally ill when they are doing things characteristic of a mentally ill person. Taking random people with no history of mental illness and trying to screen for mental illness in a office setting is very difficult. The military has been screening recruits forever with pretty dismal results. Psychopaths are typically reasonably intelligent, they will lie.

As a victim of gun violence by a man that claims to be not guilty by reason of insanity at the time of the crime, I feel that this will prevent them from claiming a mental illness later. There should be questions or evaluations by Psychiatrists and release of medical records and military discharge info. My attempted killer purchased his gun tge day before he came into my home to kill.
