I agree to both of those statement, however, with limitations on the second. The blame still falls on the governor.

The Whitehouse guidelines are just that, guidelines. Other states have also had suggestions of stricter measures, and their governors politely explained why they disagreed, and the task force backed them in not doing them. Case in point is Missouri. Task force said to mandate masks and close bars. Trump has vocalized his opposition to mask mandates, so the task force saying something clearly doesn't mean he agrees. Missouri governor said no thanks. Task force said they fully support Missouri's choice:

"Wednesday the governor's office pushed back on the characterization of the White House recommendation as a firm endorsement of a statewide mandate and said Dr. Birx "respected" Parson's stance "once she learned more about Missouri and its data.""

I personally feel Trump went overboard with the virus stuff. I feel nothing should have been shut down but nursing homes, and even them just very temporary. I’ll still be pulling the trigger for him in November though. I also acknowledge that Trump didn’t shut states down, the states themselves did, his administration recommended it, at least from what I understand
