They budget for enough ticket books, and vehicles to dispense the tickets. Those WBR fricks can barely read, so watching them handle a filmed encounter with absolutely no attempt to maintain a modicum of professionalism is no surprise.

Or he condones it. This type of behavior- contrived or genuine- is only acceptable because the boss allows it. This falls on Mike. He should do some soul searching though if he watches any of this. They appear to be very unprofessional and he needs to correct that.
