Honest answer is it's impossible and would be impractical. If you really want to stop another generation of shitty people being raised by shitty teenagers, your best bet is to fund the shite out of CPS (weekly checks with qualified workers) and develop religious or state run orphanages who can raise these kids properly.
It would cost a lot initially but the payoff twenty years later would be huge.

It's just heartbreaking to see. Babies are a blessing, but in so many instances they are treated like a burden. We see it on the news, every. single. day. Hundreds of children in this country are being born every day that have absolutely no chance in hell to be successful, or at the very least, have the deck stacked against them. If you cannot afford to care for them properly, you shouldn't be allowed to have them. And it seems like more is being done to help abused animals than is being done to help prevent American children from being born into bad situations.

Well I can understand this.
They're animals and all they do is eat and frick. They don't know any better. These teenagers know and are told constantly not to do it and if you do, wrap it up.

There is a big difference between putting a young person on birth control until they grow up and are responsible enough to have kids and performing a permanent surgery. C'mon man!

If you're young and not on welfare and get pregnant, chances are you will end up on it pretty soon. I do pretty well financially, but I know when my daughter hits 14 she will have more birth control running through her veins than blood! You can talk to kids all damn day about making the right choices, but in the end we know they are going to do sex. Wouldn't you rather her NOT come home preggo until she is financially independent?

I would have taken a vasectomy at 16 without a freakin doubt. I'm 26 now and still have zero desire to ever have kids.

The problem is that in lower social economic circles, having a child at that age is the "in" thing to do. It's kind of like getting detention in school. Everyone knows that you're not supposed to get detention, but you're "cool" if you get a detention every once in a while. If a female in these communities hasn't had a child by the age of 20 then she is somewhat of an outcast amongst her peers. It's sad, but when she sees all of her friends having children and living that lifestyle it encourages her to do the same.
So, this won't stop until we find a way to outweigh the social pressures and financial incentives of having a child at that age.

I'm talking about adult women who are third generation government tit suckers. Who also have multiple drug arrest among other arrest, maybe who have already had a few kids with one or both being born with drugs in their system, etc.
I had one live across the street from me and I wanted to beat her in the head with a hammer for just being so stupid.

If you had a daughter, and could prevent her from having a child until she graduated high school or college by simply giving her a shot every 6 months, would you do it?
