You can mobilize all the whites you want in Orleans Parish and they would still lose. Orleans is 59% black; 30.6% white....even if ALL the whites voted for one candidate, they would still lose. Not to mention a large majority of the whites in Orleans parish are liberal. If you combined Orleans and Jefferson, then maybe you would have a shot.
ETA: Just for instance, look at the past governors race. Rispone got only 13k votes out of 128k in Orleans parish.

Oh please. What a cop out. I bet the Parrish doesn't even have a 30% vpter turnout out on election day, if that. Want change? Earn it. Vote.

It's not a cop out; its the truth. Voter turn out for the governors race had barely under 50% turn out. Even with 100% turn out for white voters in Orleans parish voting for Eddie, he still would have lost.
Basically what I am saying is things in Orleans Parish aren't changing anytime soon.
