Notes are always a bad idea. The receiver is put in a defensive posture. In person they can see you are not just being an arse and genuinely trying to resolve situation. Any conflict with employees, neighbors, family or anyone who is going to be in your life should always be personal and never while mad.

well that depends on what kind of guy the receiver is. if he is a genuine considerate individual he will appreciate the notice and not have cops show up on a noise complaint (or they may even play the animal neglect/abuse route if the guy is seemingly never home). Note is perfectly fine for normal people.

Bring the dogs inside. My favorite are those people that are home and have dogs outside barking like crazy. Like they can't hear it.
