Pretty much what is code here in NOLA, they won't accept the 3 phase panel but will accept the trough break down. He needs to get out from under the FPE panel soonest.

let me guess, you are a QO guy?
Nah, I mostly use a CES locally that is a siemens dealer. I actually prefer CH but a lot of competition in a small town means a few bucks makes a big difference.

Why would they not accept a 3 phase panel?

what up man, hope all is well with you.
Just noticed this is in Laffy, I would check with LUS and the inspector before I did anything.
I got stuck having to do one of these last year for one of my GC's mothers house. Pain in the arse.
Another problem with the 3 phase panel is you get some jack leg who come along later and drops a single pole breaker on the wild leg... Bye Bye TV..
Seen it happen

what's the rationale for disallowing double tapped neutrals?
If you are working on a particular circuit that has the neutrals doubled up then by loosening the connections to one you loosen the connection to the other.
It's mainly a commercial issue but…….

Hey Bud,
I know, seen it happen. Rules are in place to clear that up.
This is not my issue, just playing.
Take care.

In all my years I can't think of ever having a reason to remove a double lugged neutral in a live panel. And if you did you deserve to get the shite knocked out of you.
Every house built before mid 90's has doubled up Neutrals.

True, but the codes were changed for a reason I would think after that.

if I were in your shoes, I would just update my panel and keep it 100amp. If your current A/C is still in good shape run it till it dies( a new one starts at $2000 depending on the tonnage). The 3-phase power is much cheaper to operate than single phase. What you have is not very common in residential homes.
When your A/C does wear out a new 3-phase unit can be put back in it's place. The key is maintaining the old one by keeping the coils clean, motor oiled and indoor filter changed regularly. Hope this helps.
