Actually, this is exactly what should happen. Decent people need to start avoiding these parts of town completely. And, unfortunately, that means the legitimate businesses also.
Let's see how well these shady businesses work out. Soon they'll be the one's whining to the police to do something. Of course, what will happen is that the people and businesses in those areas will force the "mayor" to hold press conferences demanding that BR support the businesses in those areas. And she'll have some balloon release and get a group of about 10 people to walk through a few safe areas around there allegedly making contact with parents, etc. I might as well drive through those areas and let out a good old greasy fart. It will be as effective.

Anyone going into these areas needs to be heavily armed.
Don’t seek out fights but a guy looking to rob you should have his head turned into a canoe.

One turn off Govt could have saved her life. What's worse is they may never find the killer.
Better idea would be just never turn off the interstate when you pass Baton Rouge if this is what you are going with.

This has already happened in br, you eventually run out of places to go.
Florida and the mall had basically been abandoned, the mall of Louisiana is going to shite now too. Young scholars flashing guns and money taking pics with Santa clause.
