I remember sitting on the Interstate in BR when they helicopter lifted the AC onto the roof of the Kohls off I-10. Blanketed the whole interstate in dirt/dust.
I would love to see protesters in the middle of that shitshow.

Wrong. It doesn't apply to Federal Government Entities, citations are issued but fines are not assessed, plus if this is being conducted by a contractor, they wouldn't fall under that protection even if it did exist.

There is no other way to get a crane big enough down there in this short of time. They would have to take down the all the street car cables and then set up the crane

They did for us. We were working on a city job where the contractor declined to get a shoring/bracing plan for underpinning under a building and OSHA showed up and stopped all construction. They fined every person on the job site in addition to all contractors.
The city workers may or may not be fined but all contractors would be.

They do not if the state has its own arm of OSHA, which Louisiana does not, once again as I have said they cannot issue fines but OSHA can write citations to government entities and shut down jobs. Plus this work is being performed by a "contractor" and not government employees so they fall under OSHA guidelines unless a Mitch is telling a lie about no public resources being used.

that was the point. B&G is operating the crane then by definition they are a contractor and can be fine by OSHA, so unless they are leasing the equipment to the City of New Orleans, and it is being ran by a government employee (which can still be shut down by OSHA) then OSHA can issue heavy citations and fines. OSHA wants no part of this because they don't want to be labeled racists which proves they only care about the employee when it is beneficial to them.
