Harry Lee would be a lot better than whatever the tricentennial committee is going to come up with. When you give a bunch of race-baiting liberal democrats a chance to "reimagine" a public space as prominent as Lee Circle, you can bet it is not going to be tasteful. It will be very controversial and hideous, whatever it is. And the artist the city hires, much like the contractor out there today, will be some politically connected jackleg. It won't be a legitimate piece of art by a legitimate artist.
