It's not always that easy though. I worked with a veteran's association and the chairman would get called AT LEAST once a week by someone asking if he knew where they could send a homeless veteran for the night.
A lot of times these people either don't know who to turn to or they are ashamed to ask for help. It takes someone else stepping in and helping them.
And sometimes they don't want your help.

i may have been a poorly worded OP but everyone knows what it inferred. For those that chose to try to take every word posted in it by the books did so only to twist the meaning around to fit their agenda.
I had no agenda.
I simply wanted to know why homeless people didn't go stay somewhere warm last night.
I then wanted to know why there are homeless people who remain up north.
You knew that. Everyone else knew that.

Regarding your moronic OP, first of all, some drug addicted or mentally ill homeless person doesn't sit around reading weather reports planning what their outfit will be that day, or where they will stay that night. It's louisiana.. It's 60 degrees one day and 30 the next. They just try to survive...and you can survive in cold weather with enough clothes.
Why are there homeless people in Minneapolis? How should we know? My guess, they're probably from there. It's their "home". They know people, they know the streets and how to get around. A crazy 50 year old homeless guy isn't going to decide one day to move to sunny Los Angeles, where he doesn't know anyone or anything, not to mention he lacks the ability and money to travel thousands of miles away. He knows how to survive where he is, and that's what he's going to do.
