Black on black crime is the most severe problem. Start tackling that issue first then I guarantee you other issues will dissipate.

Yep, minority owned small businesses (8a), women owned SB, and small disadvantaged businesses are all entities that have preference in government contracting.
I don't think anybody is mad that black owned businesses got contracts. People are mad because the funds that were meant for crime prevention were used for political payoffs to SWB's cronies.
