I doubt the school board is saying they did a good job by only allowing 1 child to not make it home.
They may be saying "why did the rest of kids make it home and this one didn't? maybe saying there's more to the story than what this kid and his parents are saying.

I'm sitting here laughing at the people who just accept the kid's word about what happened.
Wait, wait, wait. The bus went by the kid's house three times? You believe this shite? What kind of fricked up bus route goes by the same address three times? This smells like bullshite.
Wait, wait, wait. The kid told the bus drive where he lived three times and the bus driver would not let him off? You believe this shite?
Kid: "That's my house."
Driver: "Don't care."
[LATER]
Kid: "That's my house again."
Driver: "Can't stop now."
[LATER]
Kid: "That's my house for the third time."
Driver: "I'm too busy driving in circles to stop now. Wait until I get three miles from here and THEN I'll let you off."
Smells like complete bullshite to me.
Wait, wait, wait. The bus driver made the kid get off the bus three miles from the kid's house on the first day of school? You believe this shite?
Driver: "frick this job. Let me see, what is the quickest way for me to get fired? Hell, I’ve got a totally black heart . . . hmmmmm...."
I suppose there's no way the kid got distracted, missed his stop, and got off the bus without telling the driver that it was the wrong stop. Geez, that's about as likely as the kid getting into a car with a stranger to get a ride home.
Kid: "Mom, I'm home!"
Dad: "Holy shite Kid, it's 5:00!! Where the hell have you been?!?!?! We've been worried to death! We waited at your bus stop, and you never got off! What the hell happened?!?!”
Kid: “Uhhhh . . . uhhhh . . . it wasn't me. It wasn't me. It was . . . the driver, yeah, the driver. That's the ticket. I told the driver. He drove right by our house one . . . no two . . . no three times but he made me get off three miles from here."
Yeah, there’s absolutely no reason to question the kid’s story.

I've never heard of a bus driver with a list of kids and corresponding stops charged with the responsibility to ensure that each kid gets off at the right stop. The bus driver stops at the bus stops and lets the kids off. It's the kid's responsibility to get off at the right stop.
My son is in kindergarten. I was there when he got on the bus for the first day of school, and I was there when he got off the bus for the first day of school. The driver was not looking at a list or calling out names. The kids knew when to get off. Miracle of miracles.
If the idiot kid got off at the wrong stop and didn't tell the bus driver, that's not the bus drier's problem; rather, that's the idiot kid's and his idiot parents' problem.

He might be telling the truth. However, his story has some puzzling aspects to it, in particular, the bus route that passes the same address three times and a bus driver that ignores his pleas three time.
He might be telling the truth, but if I'm using Occam's razor, I'm going with the simpler theory that the kid just missed his stop and was to embarrassed or whatever to tell the driver.
