You are way behind.. Swift MX was rolled out last year and supported by most banks today. It's an xml based protocol replacing the legacy Swift MT.
It also supports their internal non public Blockchain.
Anyone saying it's going to be replaced by insert whatever crypto is false.

I can't speak for ROTC but West Point cadets are considered active-duty service members and are fully subject to the Uniform Code of Military Justice (UCMJ) 24/7. They can face courts-martial, honor code investigations, and misconduct hearings for violations. While subject to UCMJ, they do not receive Article 15 non-judicial punishment but face unique disciplinary measures.
