Man that's quite a level of downplaying for a Southerner.
Winter is a bitch, especially if you have kids. You don't just "wear a coat" when its -10 degrees, it's like an act of congress just to get out the door.
Then you strip everyone down again or all sweat your arse off in your car. Then put it all back on when you get out the car. Then take it all off again when you made your destination.
Do all that with kids and you'll never want to leave the house in winter.
And I didn't mention the sludgy mess that you track around because of the snow.

I lived in St. Paul for 16 years but returned to Louisiana in 2015, thankfully before the true insanity started.
The whole Twin Cities is a hotbed of leftism. It's rare to find conservatives, but we managed to find a few and become friends.
There are very nice areas to live in St. Paul -- we lived off Summit Avenue for several years and I walked to work 2 miles downtown every day. On really cold days, I took the bus. Mass transit is very good and goes to where people actually want to go.
On the downside, the weather and cuisine suck. Unless you've lived through several MN winters, you don't really know how brutal it is. Driving around on ice and snow is the worst. I saw my life flash in front of my eyes many times on the roadways. Hitting black ice at an intersection is the scariest feeling in the world.
A favorite story I like to tell about the cuisine happened shortly after we moved there. There was a Church's chicken a few blocks from the house. I was craving fried chicken one day, went in and noticed they had spicy chicken on the menu board. When I asked for some, I was told they didn't have any. No one ever asked for it. If you want a bland diet, move there.
Most of the Somalis (we call them beekeepers) are concentrated in Minneapolis, which is far more radical than little St. Paul. The majority of the rioting/looting after the martyrdom of Saint George Floyd took place in Mpls. On the other hand, the wacko politicians, including the governor, hang out in SP, which is where the capitol is located.
The wife visits friends there every year or so, but I have no desire to return, even when the weather is perfect (October).

ure you can compare it to Birmingham. But that number you gave is for only the city limits. Metro area as a whole is a lot different.
Go to the Galleria Mall in Edina. You will be hard pressed to find a minority. And Edina is the main suburb of Minneapolis
Go to the Lakeshore mall in Metairie or the galleria mall in Hoover. Tell me if you see minorities
