Wind chill has no effect on inanimate objects. Wind chill can not lower the temperature of an inanimate object lower than the ambient temperature. Like someone else explained, wind can accelerate heat transfer but cant effect minimumbtemperature beyond that of the air.

This is heat transfer and it works both ways. It will take longer to warm a bridge than a typical roadway.

Saying the "the wind" will make a difference is much different than saying "the wind chill" will make a difference.

even the little perkins road overpass is closed, so it's safe to assume all others are too

This proves my whole point. Your lame attempt to argue by googling wind chill/wind just brought this conversation back to the beginning. I was trying to clarify what I thought someone was trying to say.
Wind chill or wind go hand in hand. lol Wind chill is a result of wind. All I was saying, and this is a fact, that wind or the presence of a severe wind chill can indeed speed up the process that an object cools off. Therefore, the surface temps of roads will already be in a position for any liquids that haven't completely evaporated to freeze quicker since the surface is cooler. Never said that wind chill causes water to freeze or etc.

Even though everyone is below freezing..the roads are SLOWLY melting..remember, the ground will never freeze down here so that warmth is coming up. Asphalt is melting steadily here in Mobile.. slush has reappeared here on Hillcrest Rd and the sun is just barely beginning to break through the clouds. I think at this rate, itll be all good by 6pm and the worst will be over.
