They wrote the names of the officers on the back but not her name, the guy directly behind her to the right was Capt. Jack Todd, he played football at Fresno State and was killed on his first mission over Kiska, they named Todd field in Alaska after him buts it's now closed.

Absolutely not Judy Garland. Looks like Rita Hayworth or Ann Sheridan. Not sure which.
