I realize that last week, the oil could not be burned, because of the high winds. What's the excuse this week

The weather is too perfect?

I'm almost positive that when this method failed, or proved to be unable to be executed because of weather, they didn't just sit around waiting for the weather to clear up.
BP bought up 1/3 of the worlds total supply of dispersants, and is using that. With the oil getting closer to land, and with people populating those areas, burning the oil is probably too risky. Then again, I guess BP should go ahead and burn the oil around the islands, and cause an even greater risk for the birds and other wildlife there. Just to show you that they are doing everything in their power.
Or maybe, perhaps next time you want to be a smart arse with no actual, factual information to include, you can just keep it to yourself.

Alternatively, the oil burns work fine and there is another unexplained delay.
What's the frigging holdup?

They also hoped to again try to burn some of the oil on the water's surface, possibly Wednesday.

From what I understand, just because you have favorable conditions does not mean you will have success with the controlled burns.
You cannot just light a match and throw it on the oil and let it burn. You need a catalyst to help the oil burn and in most cases that is diesel. If you just cover all the oil in diesel and it doesn't work, then you have a whole host of other problems to deal with.
