If the "prototype" berm is considered part of the response to oil cleanup and will be paid for by BP, and it is proven that this method does work as a method for oil cleanup, then how the hell is the rest of the berm federal or state responsibility to fund?

Put some "prototype" rigs off the Florida coast because Louisiana needs to be done with this shite!!!

I haven't seen a specific location yet, just what is in that article:

"Allen said it would be 3 to 5 miles long in a broad region somewhere between Grand Isle and Venice."
