Funding is combined from national, prefectural (think state), municipal (think parish/county more than city/town), and family levels.

Grade school (1-6) and junior high school (7-9) are mandatory. Teachers are funded via national (33%) and prefectural (67%) funds. School facilities and maintenance are funded and managed via municipal funds. Uniforms, meals, supplies, and travel are funded via family funds. There are extra national funds to help cover the difference in very rural and low family income situations.

Senior high school (10-12) is not mandatory and is funded and managed at the national, prefectural, and family level. Same as above, but the prefecture is in charge of the schools.

Tokyo is so large that it works as its own prefecture with multiple municipal districts. So 1/3 of teacher salaries come from the national level, and there are extra national funds to help low income families, but the rest is prefectural and local districts.

Health care is a different topic, but the funding also comes from multiple levels. I will say that my experience (as a municipal employee, not just a tourist) was that it was quicker, cheaper, and more accessible in Japan (Osaka area) compared to Louisiana (GNO and BR area). They're also much less prone to throwing pills at things over there.
Travel back in time and convince Copeland to keep the Wrap n Roll locations open instead of changing them all to Holy Mackerel and Super Popeyes locations.

The Protomen - Hold On (The Distance Between)

The Protomen... they made a fan fiction rock opera based loosely on the characters from the Mega Man video game series on the NES.

After something like 16 years, they have just now released Act III, the final part of the story. (Or is it?)

Even though it sounds ludicrously nerdy (that honor should probably go to their retelling of Terminator 2 using Shakespeare quotes), these guys are really talented. Give them a shot.

If you do, though, you may want to not listen to this particular song first. It's halfway through Act III, in the middle of the story.
