Why cannot someone go, scoop up oil and sell it somewhere?
If oil is $75 a bbl, think of the people willing to bring it in for cash from the oil companies as a buy-back?

this is degraded oil. It'll be used for asphalt, tar and similar applications

For the easy one, transportation of hazardous materials come into play. Too many rules and regs. THe paperwork is endless.

Depends on where its sent.. how its injected.
