I second the whistle recommendation. If you practice, you can do a lot with a whistle.
I'd find something that doesn't take a lot of air to blow, such as a classic commander(I think it's called). Then just learn to quack. Don't try to blow it 10 times in a row, just learn to do single quacks and don't call too often.

I bought a DR-85 as my first call and to this day is it still my go-to outside of a whistle.

About 12 years old. Still calls like it just came out the plastic. Even when it's clogged up with dip
