Fishing at docks built by other people on their waterfront property is certainly legal but its just trashy. There is so much shoreline to fish, why fish right in front of a house. I love to get as far away from other peopingle when I'm fishing on my boat.
Its like going to exercise, but instead of running a scenic trail or path somewhere, you do jumping jacks in front of your neighbors house on their sidewalk. Legal, yes. Trashy and annoying, definitely.

Dear dummy,
So you understand most lakes require a permit to build on public waterways.
Example Toledo Bend.
Most of the shoreline or SRA land was bought by the SRA, a government entity. The people of the United States paid for that land before flooding it. I think if you check plots of land near the lake, you will find in some areas so many feet is SRA land. SRA, is just laxed on enforcing building on its land. Legally it is public land.
TVA, lakes are the same or similar way. Bought by public dollars or the government.
To put a dock up on Toledo bend, most areas you have to get a permit and display your permit # on your dock.
Reason it is on public land.
Just like servitude where a house is in a subdivision with side walks. The sidewalk is on public land. People have a legal right to walk down it. If you block the side walk by parking a vehicle you can get a citation if someone complains. People can walk their dogs on the side walk, etc. you cannot kick people off the side walk just because you think walking dogs is trashy.
Simple way to keep people off your dock or brush piles on public land is to not build a dock or put brush piles on public land.
