Go kart help …. Engine has constant power

So I installed a new engine on my sons go kart. Runs great except for the fact that there’s no idle/neutral. It has constant power so makes it impossible to push backwards. I’ve fiddled around with the throttle cable and settings but haven’t been able to figure it out. As I’m typing this I’m thinking maybe I have the throttle cable too tight?
Any thoughts?

Is there a throttle return spring that is missing/not connected?

Go kart’s don’t have a transmission so it’s always in drive. I would start with loosening the throttle cable some so you can over come whatever constant forward drive is being applied. Also you can tweak it so it’s not idling at such a high rpm

Yes there is. It is a bit weak to pull it all the way back but I’ve also pushed the throttle all the way back manually and it still has power.

Ya, if the throttle is free then I'd think it's the clutch.
Clutch went out on my gokart when I was a kid, we did all sorts of shady stuff to keep it from driving away without us in it.

Yeah I discovered the belt is not aligned so it’s engaging the torque converter when it shouldn’t. Not sure how to fix that but I need to figure out the idle tuning or something. It’s not running smoothly. Probably fricked with too many variables at once

Torque converter on a go cart, what it got a 8 speed?
