Yeah - this is a red herring, all the way around. They're just going to try to kill NFA trusts now. They killed kitchen table dealers in the 90s, which led, indirectly, to the rise of the unlicensed classified ad/gun show dealers that they now want to bring back into FFL status. Trusts have become popular, particularly for family/group ownership of SBRs and suppressors (mostly, I doubt those 90,000 are all for machineguns, a highly premium item, and SBS, which are a mere fraction of the SBR and suppressor community) - those weapons aren't used in crime, but they want to make them seem more suspicious.
And now they want to carve out a very specific exception to HIPAA - in particular, one that specifically violates physician/patient confidentiality.
Just sad all the way around.

This article says that there may be future restrictions on those receiving Social Security Benefits from purchasing.

Would that be those receiving SS based on mental health issues?
I am thinking that they want to call one a dealer if they buy a gun just to hold and resell at a profit, like many do during gun scares.

ATF released final ruling on 41P. The main takeaways are that in 180 days from today
When submitting a new form 1 or form 4:
ALL members of a trust must have fingerprints and photos included on a special form that will be sent to the Chief LEO in their area.
Does Not require sign off by chief local LEO, it's more of a notification and gives the LEO everyone on trust's info so they can run a background check.

I can't even imagine how many form 1s and form 4s have been submitted the past few days. The wait time is probably at least 6 months long at this point.

Far to early to know. We don't even know if pending forms will be approved or denied. I imagine we will know this week though.

Only responsible parties need prints and pictures. That could mean just the settlor, or all trustees, we don't know yet. Almost for sure does not include the beneficiary or other non trustees.

I'm waiting on them to process a form 3 just so I can file the form 4 with my trust. Thoughts on the likelihood that I'll actually get my suppressor without pic and prints?

If it goes pending before the 180 days expire, it will fall into the current laws and regulations. Now, it may take 3 years to get approved, but it will.
