No data plan needed. The device just has to have internal gps receiver which most do now. Make sure you have predownloaded all the maps ahead of time at home on wifi.

Tablets aren't bright enough. He'll most marine gps units aren't bright enoigh

Only iPads with cellular radios cone with GPS. You don't need to be connected or have a data plan but Wi-Fi only models aren't equipped with GPS.
