Venezuela — Opposition figures have repeatedly accused Smartmatic machines (used since 2004) of manipulation in favor of the government. In 2017, Smartmatic itself publicly stated that turnout figures in a constitutional assembly election were inflated by at least one million votes, citing tampering by authorities. The 2017 Venezuelan Constitutional Assembly election stands out as a prominent case where electronic voting machines were implicated in suspicious patterns, particularly an inflated voter turnout that strongly suggested manipulation. The company's CEO stated that this discrepancy was detected through internal system checks, but emphasized that without a full audit of the paper voting receipts (which the government refused to allow), the exact nature of the manipulation—whether at the machine level, during transmission, or in central tabulation—could not be verified or proven. International observers and critics, including the U.S. and EU, condemned the process as fraudulent, but the lack of access to raw data and forensic examination left the allegations unproven beyond Smartmatic's statement.
