Well, logic dictates that your bet is called, and raised. The essence of punishment is as a deterrent. Make the punishment harsh enough and you can well bet that only the most psychotic of cases would act. And they wouldn't be cogent enough to carry out well-strategized attacks.
I'm talking boiled in pig blood for Islamists psychos, meat cleaver to the genitals of rapists, and capping off "Shark Week" on Discovery with this guy being the main course for a Great White feeding frenzy. We can scoff at this extremely offensive deterrent action, but we can't believe that it wouldn't work, and save a lot of innocents. Equal Justice and Rule of Law has become a hypocritical and pragmatic joke anyway...think Comey, Hillary, Meuller, et al.
It's coming.

It also wouldn't make a difference if everyone in the place was armed....they would take the shooter out quicker but they would likely still be folks wounded or dead. I think anyone in this country who wants to own a gun of any sort who can do so legally should do so...I think I have a right to carry a gun if I want to....but I ain't delusional enough to think that 20% of the population having a pistol in the waist band or holstered on their hip would stop these maniacs. Called it. This is just too easy. It's so easy to predict. The Mueller hearings flopped and Trump has done nothing but rise in the polls and prediction markets lately. They need a distraction and this is always their go-to. Now we get to hear the drumbeat for the next few weeks about how Trump's rhetoric is leading to mass shootings.

Here is what probably happened
FBI and Deep State scours the internet looking for angry people. They radicalize these people about how "we are losing the race war" and how the only solution is to actually go to war. They nudge these angry people into acts like this. They probably even say that they won't be alone in the act and that others will be involved as well. They find someone willing to actually do it and supply them with the weapons and details. Shooting happens but they make sure the gunman doesn't survive to tell the tale of how he was set up.
Otherwise known as a patsy.
I guarantee you that failed shooting in Dallas a few weeks ago was a pasty.
It's just like when the FBI finds radical muslims, then goes undercover tries to get them to do a terrorist plot, and then arrests the muslim and pats themselves on the back for "stopping a terrorist", when in reality there was never going to be any attack without the undercover FBI players encouraging it.
It's really not that far fetched.
