But "trafficking" involves using force to move them, which is literally impossible until the meetup.

None of this was ever considered "trafficking" until very recently (funny enough, as weed legalization started and civil asset forfeiture was at risk).

So we will need to involve the minors in these operations? Why?
Or do we need to catch these guys after the full involvement with a minor so that we know their intentions are clear? So how far does a pedophile have to go with a child before it's a crime? The crime has to fully happen right? Conspiracy to and attempt of don't go far enough with crime involving children. We need the crime and the name of the child?

That’s what you want trafficking to be, not what it is in reality. The criminal statutes don’t require force, although force can certainly be part of what trafficking is.

If the transition(s) are not somehow recorded in the system or video taped, then the must not exist in the dark. Thus he always wins the argument, because who can prove humans are evil, if they aren’t caught at every turn.
