Why wouldn’t they if we have any kind of diplomatic relationship with those countries?

There is an Iranian Embassy in Washington. There are already Iranian gov officials right here in the US who can facilitate this.

Have those countries requested to do it? I doubt if France asked us to do that we'd have an issue
