Does "diverse neighborhood mean" the same thing in british english that it does in American english? If so I would like to change my bet from terrorism to shitty landlord not keeping the building up to code.

Just chiming in on this horrible tragedy.
From what I'm reading it appears as if there are some serious fire safety deficiencies here.
Can't speak for London but in the US, NFPA has very strict guidelines for this kind of stuff. This is kind of my area of expertise.
The sprinkler system failed from what I read. In the States, they are supposed to be tested quarterly. There is supposed to be a fire extinguisher every 75 feet. There are supposed to be two means of exit. In this case, there was only one stairwell and it was blocked.
There are also supposed to be separate fire compartments with 1 1/2 hour rated barriers and fire rated does that automatically close when the fire alarm is activated.
Someone is going to jail on this one for a very long time.
