Not necessarily. None of the people on either side of this are willing to sacrifice themselves to let the truth out. For starters, they're not that virtuous. And secondly, they might fear for their lives if they say they'll spill the beans.

they wouldn't have released it because
1) they're not willing to sacrifice themselves to get the truth out
2) they aren't that virtuous
3) they might have to fear for their lives.

Yes of course. I don't think anyone is willing to get clipped by threatening to spill the beans. That's a factor. And no one who is guilty is going to be the type of person that would sacrifice themselves for justice.
None of that means Trump is guilty of anything. But it means that we don't know because there aren't many logical reasons for anyone in the know to talk. It's collective silence for self preservation in the most literal sense.
