Russia is a vast country with enormous wealth in natural resources. Historically they are an adversary to us. Yes, anyone who thinks governments don't use temporary weakness to their advantage and thinks that they're above things such as this, are naive.

It’s 100% possible to edit viruses to impact different ethnic groups disparately. Not to say it would be innocuous to other groups entirely, but it could be the difference between one group having the flu and another the Black Death potentially.
It has to do with the way different groups vary genetically which can result in wildly different responses to the same infection.
We all know this at some level as we see it express itself in various ways with different groups being prone to specific diseases like sickle cell. Another example is some Asians often having lower alcohol tolerance due to enzyme variances.
Drug companies know this which is why a drug trial in India or Japan might have different outcomes than one held in Norway for example.
