That is not part of the plan and never has been. Originally it was to also incorporate one of the "roughest" parts of EBR. Gardier and GSRI were in the "St. George Effort" area. However due to the lack of response from that (and other areas / communities) and the difficulty of getting signatures (and the even harder part of getting the signatures verified by the same people that wanted to stop the movement) the decision was made to shrink the St. George area.
side note: Show of hands of people that think Exxon would want to be annexed into St. George. I know that this cannot and would not happen, but just curious of everyone's thoughts. Would be quite interesting. I mean per "Together" Baton Rouge they aren't paying their taxes so you would think it would be a wash...

So technically true BUT the unincorporated areas at one time paid a disproportionate share of parish-wide expenses. This freed up city taxes for the city policy.
Now that was BEFORE the city annexed the Mall of Louisiana stores so it should be closer to balanced now.

Oddly though, the anchor stores stayed out of the city. They evidently declined to be annexed.
If SG goes, I believe the mall will remain unincorporated.
Btw, the most left leaning UMC is University. I'm surprised they aren't leading TBR
