Why couldn't it be cheap?
Well you mentioned legal steps, but not to what extent. That could add up.

Standards such as much as possible verify that they aren't a criminal. That they aren't carrying any contagious disease. Some form of simple test proving they can function in society. I would even want a system to where they had to check in with a immigration officer every 3 months to just gauge if they are adjusting and conforming with American life and laws. That would benefit both the immigrant and the USA.
Yeah, all of this wouldn't be cheap, unless you're going to slide the cost to taxpayers. Otherwise, you'd still have a lot of the poorer workers sneaking over the border.

The problem is your currency is constantly being devalued, and services that people really need (food, college, health care) are inflated by subsidies, government backed student loans, and monopolized health care markets in which insurance has turned into a primary payment method. The systems are bogged down in absolutely NEEDLESS bureaucracy. It's the lower class that are effected by it the most, and they are usually given assistance which further inflates these markets.
I actually agree with a lot of this. Government intrusion into these markets increases costs above their natural level. However, I disagree that the lower class is most affected. It is the middle class who are squeezed. The government assistance to the poor allows them to go to college, receive medical care, subsidizes their housing. For the middle class there is no relief.
I would prefer little government influence on these markets and let wages and costs trend to their natural equilibrium. Every time the government tries to make something affordable the cost skyrockets (see higher education and healthcare).

No, of course not, but we're talking about encouraging legal immigration, and you have to make it to where it's affordable for poorer immigrants. Otherwise you'll have the same problems.

True, but they are affected the most by these inflationary policies initially before the assistance is adjusted.

First illegal entry means never gaining U.S. citizenship.

Wait, I didn't say that.

Is that really a deterrent for those who are immigrating illegally now? I think the draw is work.

I wouldn't say all that. You just need to properly incentivize people.

500 to a grand to get brought over the border. You have never heard of a Coyote before?
Posted on 6/28/14 at 5:51 pm to Jbird
Never heard of a Coyote fee.
I think the whole process exceeds 1000, but I don't think cost is the sole issue. It's the endless jumping through hoops.

And earlier you mentioned they don't respect our laws. Well, hell, I don't respect them either. They're freaking stupid.
There was a book written by this guy who, studying our law, figured out that the average person committed 3 felonies a day just by going about their day.
Anyway, I don't respect meaningless, arbitrary laws.

By the way the Coyote is the a-hole from Mexico that you pay to smuggle you into the U.S.
